IGI 25 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br />LIONS FOUNDATION TO SUPPORT THE 2025 HILO CHRISTMAS PARADE. <br />WHEREAS, the Big Island Lions Foundation is a 501(c)(3) nonprofit organization <br />comprised of four East Hawaii Lions Clubs (Hilo, Waidkea, Hilo Crescent City, and Akaka <br />Falls Lions Clubs) whose mission is to strengthen and improve the health and well-being of our <br />communities, encourage peace and international understanding, and support those in need <br />through humanitarian services and grants that impact lives globally; and <br />WHEREAS, the Big Island Lions Foundation is coordinating the Hilo Christmas Parade, <br />which will be held at 6:00 p.m. on Saturday, November 29, 2025; and <br />WHEREAS, the Big Island Lions Foundation is requesting funding assistance to <br />purchase traffic safety batons, two-way radios, safety vests, postage, and stationery, which will <br />be purchased in this fiscal year for the 2025 Hilo Christmas Parade that will take place in the <br />next fiscal year; and <br />WHEREAS, one of the goals and objectives of the Department of Parks and Recreation <br />is to provide or assist in the provision of events and activities that celebrate our diverse cultural <br />and historic traditions in healthy and safe environments; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 3 will be appropriated to the Department of <br />Parks and Recreation to provide a grant to the Big Island Lions Foundation to support the 2025 <br />Hilo Christmas Parade. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
