REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: May 6, 2025 Re: Comm.No. 240/Res.No. 141-25 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Resolution No. 141-25, reports as follows: <br /> Resolution No. 141-25,transmitted by Finance Director Diane Nakagawa via Communication <br /> No. 240, dated April 17, 2025, approves the award of funds to the Hawai`i Island Humane Society <br /> by the Animal Control and Protection Agency.. <br /> This resolution provides $50,000 of grant funds to the Hawai`i Island Humane Society to support <br /> off-island animal transport, on-island adoptions, and rehoming efforts. <br /> Animal Control and Protection Administrator Matthew Runnells and Corporation Counsel Renee <br /> Schoen were in attendance. <br /> Committee Member Rebecca Villegas asked for clarity on whether the County is allowed to continue <br /> using public funds to support the reunification of homeless individuals as she was told that grants would <br /> not be eligible to cover travel expenses,but this measure allows funds to be used for off-island travel <br /> expenses. Ms. Schoen said she would look into it. <br /> Committee Member Dennis "Fresh" Onishi asked for some background on this measure and if this grant <br /> was offered to other nonprofits.
