REQUEST: <br /> The Department of Research and Development submits this request for a resolution to enter into an <br /> agreement with the University of Hawaii, Office of Research Services, for the County of Hawaii to provide a <br /> grant for$125,000 to secure the permits and conduct preliminary research and analyses for a aquaculture <br /> project in Hilo Bay. <br /> Pursuant to HRS §103D-102(b)(3), an exemption is requested to procure goods, services, or construction <br /> from a governmental body other than the university of Hawaii bookstores, from the federal government, or <br /> from another state or its political subdivision. <br /> The appropriation is from Ordinance 24-32, AGRICULTURE 010.161.5161.22.115. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The mission of the Pacific Aquaculture and Coastal Resources Center(PACRC), University of Hawaii at <br /> Hilo, is to advance long-term sustainable use and conservation of coastal areas worldwide through <br /> aquaculture and resource management. <br /> The appropriation will be used by PACRC and Waiwai Ola Waterkeepers to collect the preliminary data, <br /> conduct the economic assessments and secure the necessary permits to set up a aquaculture park in Hilo <br /> Bay. <br />
