<br /> • B. BACKGROUND AND JUSTIFICATION(USE ADDITIONAL SHEETS AS NEEDED):
<br /> 1112021,Congress passed the American Rescue Plan(ARP)Act(Public Law NO;117-2)and provided a special allocation under the
<br /> HOME Investments Partnership Program to address the needs and individuals impacted by the COVID-19 Pandemic. This special
<br /> allocation is referred to as"HOME-ARP'. The County of Hawaii will receive HOME-ARP Program funds from HUD,through HHFDC. I
<br /> Prior to receiving the funds,an Allocation Plan must be submitted and approved by HUD,through HHFDC..HHFDC's HOME-ARP -,
<br /> Allocation was submitted and approved on March 16,2022.
<br /> The HOME-ARP funds were created to provide homelessness assistance&supportive services to individualsor households who are-',-
<br /> homeless,at risk of homelessness,and other vulnerable populations,through HUD'S HOME Investment Partnerships Program
<br /> (HOME). This one-time funding will be utilized for the development of affordable housing to benefit HOME-ARP Qualifying Populations.

<br /> misappropriation reflects HOME-ARP funding from HUD,through the State of Hawaii Housing Finance and Development Corporation

<br /> (1-IHFDC),for PY2021 to be received by the Office of Housing and Community Development(OHCD).
<br /> -, a OHCD solicited qualified proposals in 2022 and 2023 and didn't receive any applications for funding. Because there were no
<br /> successful proposals,the OHCD,with approval from the State HHFDC,will be awarding the HOME-ARP funds to the Kuakini Heights-

<br /> Affordable Housing Project, This Project will provide 100 affordable housing rental units serving low income households and qualifying
<br /> Ipopulation households in Kathie Kona.
