A c7 <br />74-5044 Ane Keohokalole Hwy. `W" C n <br />Kailua-Kona, Hawai `i 96740 c Z O <br />DATE: June 3, 2025 <br />TO: Dr. Holeka Goro Inaba, Chair <br />And Members of the Hawaii County Council <br />FROM: Michelle Galimba, Council Member <br />Y Council District 6 <br />SUBJECT: Formation of an Ad Hoc Committee to review the Public Access, Open Space, <br />and Natural Resources Preservation Commission (PONC) process <br />Pursuant to Hawaii Revised Statutes section 92-2.5 and Rule No. 7 of the Rules of Procedure <br />and Organization for the Council of the County of Hawaii, I am requesting the creation of an Ad <br />Hoc Committee, also known as a "permitted interaction group" to review and make <br />recommendations to improve the functionality of the PONC process. <br />The ad hoc committee will review the existing preservation acquisition program to determine <br />and articulate the committee's understanding of the purposes of the program. To make this <br />determination, the committee will review applicable sections of, and background material <br />relating to, the County Charter, County Code, and the PONC rules of practice and procedure. <br />Additionally, the committee will consult with stakeholders, including community members and <br />groups involved in making and advocating for acquisition suggestions, current and past <br />commission members, landowners, and County staff, among others. The committee's evaluation <br />may include any other sources of information the committee deems relevant. The committee will <br />review the program's current practices considering the purposes of the program, including but <br />not limited to reviewing the County Charter, County Code, PONC rules of practice and <br />procedure, and all informal customary practices. <br />The committee will malce recommendations to improve the efficacy and efficiency of the <br />program, which recommendations may include suggested Charter amendments, County Code <br />revisions, amendments to the PONC rules of practice and procedure, recommendations for <br />educational and community outreach opportunities relating to the program, and changes to <br />Commission and County staff customary practices, among other solutions. <br />The ad hoc committee will not review or evaluate any specific project or acquisition on the <br />existing list or proposed for inclusion on the list. <br />Comm.
