STATE OF HAWAI(I RESOLUTION NO. 222 25 • A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF THE LIBRARY—WAIKOLOA REGION FOR ITS LITERACY PROJECTS. WHEREAS,Friends of the Library—Waikoloa Region(FL-WR) is a subordinated unit of Friends of the Library of Hawai`i, a 501(c)(3)nonprofit organization; and WHEREAS,FL-WR was formed in 2010 with the primary goal of bringing a State library to the Waikoloa region; and WHEREAS, operating out of a bookmobile,the FL-WR serves a population of over 6,000 people in the Waikoloa area and is,the only library in the State without a physical location; and WHEREAS,the FL-WR wishes to promote the extension of library services in Hawai`i and is requesting funds to purchase children-appropriate books for its literacy projects that encourage early interest in reading and improve literacy in the community; and WHEREAS, one of the goals of the Department of Liquor Control is to support public and youth programs, such as education and activities; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program,project, event, activity, service, equipment,materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 9 will be appropriated to the Department of Liquor Control to provide a grant to the Friends of the Library—Waikoloa Region to purchase children-appropriate books for its literacy projects. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
