No. 320/Res. No. 203-25 <br />Your Committee on Finance, to which was referred Resolution No. 203-25, reports as follows: <br />Resolution No. 203-25, transmitted by Finance Director Diane Nakagawa via Communication <br />No. 320, dated May 15, 2025, authorizes the payment of funds of later fiscal years to enter into a <br />multi -year lease agreement for one asphalt paver to be used by the Department of Public Works. <br />This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate total <br />monthly cost of $9,374.03, to be used for construction, resurfacing, and maintenance projects. <br />Public Works Business Manager Kelsey Kalua-Lewis, Finance Director Diane Nakagawa, and Deputy <br />Finance Director Malia Kekai were present in Chambers. <br />Ms. Kalua-Lewis presented a brief overview of the departments request. <br />Committee Members Dennis "Fresh" Onishi and Ashley L. Kierkiewicz asked the effects on private <br />companies that may have paving contracts. Ms. Nakagawa confirmed that it would depend on the scope <br />of the job and that there is a determination when going through the contract process that routes through <br />Human Resources to determine if the work customarily performed by County employees or contracted <br />out. Ms. Kekai added that most of the larger Capital Improvement Projects are jobs that are contracted <br />out, and smaller job such as highway maintenance would be performed by County employees. <br />Committee Chair Matt Kanealii-Kleinfelder confirmed that this would help meet the goals of paving <br />more County road miles and the positive impact on the community.
