No. 300/Res. No. 188-25 <br />Your Committee on Finance, to which was referred Resolution No. 188-25, reports as follows: <br />Resolution No. 188-25, transmitted by Mayor C. Kimo Alameda via Communication No. 300, <br />dated May 2, 2025, commits to funding the cost items agreed upon by the employers and the <br />Hawaii Government Employees Association Units 02, 03, 04, 13 and employees excluded from <br />those bargaining units for the contract period July 1, 2025 through June 30, 2029. <br />This resolution provides estimated costs over the four years of the new contract resulting from <br />across-the-board increases, step increases, and lump sum payments would be $46,901,771. <br />Finance Director Diane Nakagawa and Human Resources Director Sommer Tokihiro were present in <br />Chambers. <br />Committee Member Heather L. Kimball asked for an overview as it relates to the budget for the next <br />fiscal year and if there are any unions that we're still working on negotiations with. Ms. Tokihiro <br />confirmed tentative agreements with United Public Workers (UPW) and Hawaii Government <br />Employees Association (HGEA) for a duration of four years, and they are moving into arbitration for <br />HGEA Unit 15, Hawai`i Fire Fighters Association (HFFA) and State of Hawaii Organization of Police <br />Officers (SHOPO).
