REQUEST: <br />A Resolution authorizing the Mayor to enter into an intergovernmental agreement with the University of <br />Hawai'i for the benefit of the University of Hawai'i at Hilo and the Hawai'i Police Department. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />Hawai'i Revised Statutes, Section 46.7, requires Council approval to enter into agreements with federal or <br />state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, <br />expend, and receive any funds or other assistance in connection with projects being or to be undertaken <br />pursuant to those powers. <br />The MOU would serve to clarify the expectations of each party and facilitate the successful admission and <br />enrollment of HPD police officers as students in the Bachelor of Arts (BA) in Administration of Justice <br />Program at UH Hilo and to provide continued professional development for HPD officers. <br />SIGNED: --Vl� DATE: 6/18/2025 <br />Department Head <br />
