The initial General Plan study <br />program was conducted over a 36-month period <br />and completed by the Planning Department with <br />the technical assistance of professional consultants <br />in the fields of drainage and flood control, historic <br />sites, sewerage, economics, and water. <br />The General Plan program is structured to <br />investigate, analyze, and evaluate concurrently all <br />aspects of the County under a common or <br />standard methodology. The preparation of the <br />General Plan involves the process of planning and <br />provides the opportunity to broaden the base of <br />citizen participation, review, and understanding. <br />The 1971 General Plan required five- and ten-year <br />comprehensive reviews and updates. The reviews <br />and updates are intended to maintain the <br />dynamism and flexibility of the General Plan and to <br />accommodate major changes and trends that may <br />occur within the County. The County initiated a <br />review of the Land Use Pattern Allocation Guide <br />Map in 1978 that led to several changes to the <br />map. Other changes included the addition of an <br />Energy element and amendments to procedures <br />for the comprehensive reviews and proposals for <br />specific amendments to the General Plan. <br />Figure 1 provides a glimpse into the County's <br />historical long-range planning initiatives. Since <br />1971, there have been two subsequent <br />comprehensive reviews of the General Plan. The <br />first was adopted in 1989 and the second was in <br />2005. The adoption of the 2005 General Plan <br />identified the preparation of Community <br />Development Plans to further guide <br />implementation efforts. Significant public input <br />helped guide the development and 2008 adoption <br />of the Kona Community Development Plan, Puna <br />Community Development Plan, North Kohala <br />Community Development Plan, and South Kohala <br />Community Development Plan. These <br />topics have been considered in the General Plan <br />2045. On February 6, 2015, the Planning Director <br />initiated the comprehensive review of the 2005 <br />General Plan. The comprehensive review process <br />involves many different stages, including <br />collecting community feedback, examining the <br />effectiveness of the previous plan, and research <br />and analysis of existing conditions and trends. The <br />comprehensive planning process requires a <br />systems approach in order to effectively integrate <br />key elements and develop a path for <br />implementation.
