In Conclusion <br />The Advisory Council believes these recommendations represent a more comprehensive and rational <br />approach to the subject of public access and trails. They are more actionable and better address the <br />serious implementation concerns that members of public continue expressed since dGP2045 was first <br />released in September 2023. <br />As such, the Advisory Council urges the Commissions to consider our recommendations for amending <br />dGP2045 during your decision -making process. <br />Mahalo for this opportunity to comment. <br />
