REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: July 8, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 363 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 363, reports as follows: <br />Communication No. 363, transmitted by Managing Director William V. Brilhante, Jr., dated <br />June 19, 2025, requests the Council's review and confirmation of the nomination of <br />Wayne T. Nishijima to the Veterans Advisory Committee. <br />Executive Assistant to the Mayor Micah Alameda was present in the Hilo Chambers to <br />introduce Mr. Nishijima, who was also present via remote technology, to the Committee. <br />Committee Member James Hustace asked Mr. Alameda to discuss with the Administration <br />about the Agriculture Advisory Committee based on Mr. Nishijima's extensive background. He <br />acknowledged his question was off topic for this Committee as he inquired about some of <br />Mr. Nishijima's history of active field projects. Mr. Nishijima replied that he didn't have any <br />active projects, as he has been retired since 2009. He mentioned he is a certified Master <br />Gardner. <br />Pursuant to Chapter 15, Article 7, Section 15-61 of the Hawaii County Code, members of the <br />Veterans Advisory Committee shall be appointed by the Mayor and confirmed by the Council. <br />Your Committee on Governmental Operations and External Affairs is in accord with the <br />purpose and intent of Communication No. 363, and recommends confirmation of the <br />appointment of Wayne T.
