REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: July 22, 2025 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 10:35 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 393 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 393, reports as follows: <br />Communication No. 393, transmitted by Mayor C. Kimo Alameda, dated July 3, 2025, requests the <br />Council's review and confirmation of the nomination of Owana K. Wilcox to the South Kohala <br />Community Development Plan Action Committee. <br />Executive Assistant to the Mayor Micah Alameda was present in the Kona Chambers to introduce <br />Ms. Wilcox, who was also present via remote technology, to the Committee. <br />Committee Member James Hustace asked Ms. Wilcox to elaborate on her ideas regarding moving <br />things along for their community. Ms. Wilcox mentioned that after reading the Community <br />Development Plan she sees community concerns regarding both road and water plans. She said that <br />there have been proposed plans in place for decades and she wants to see that those plans get <br />implemented. She stated that she is action and task oriented. <br />Committee Chair Jenn Kagiwada asked Mr. Alameda how they are addressing balance on these <br />Committees regarding the professional background of nominees. Chair Kagiwada mentioned that both <br />of the nominees for this Committee work for resorts. Mr. Alameda replied that the nominees applied <br />through the online system. He stated that there are a number of holdover commissioners, and he is <br />working to replace those and fill vacancies. He said that while balance is something he would like to <br />prioritize that is not always possible due to the amount of volunteers he is coordinating. <br />Pursuant to Chapter 16, Article 3, Section 16-5(a) of the Hawaii County Code, members of the South <br />Kohala Community Development Plan Action Committee shall be appointed by the Mayor and <br />confirmed by the Council. <br />GOEAC Report No. 56 <br />
