No. 240-25 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 9:04 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 240-25, reports as follows: <br />Resolution No. 240-25, transmitted by Finance Director Diane Nakagawa via Communication <br />No. 384, dated July 3, 2025, authorizes the payment of funds of a later fiscal year and of more than <br />one fiscal year for a multi -year agreement for body camera equipment, maintenance and storage. <br />This resolution authorizes the Mayor to enter into a five-year agreement with Axon Enterprise, Inc. to <br />acquire 400 Axon body worn cameras, maintenance and cloud -based storage to be used by the Police <br />Department. These body worn cameras are to replace units that are damaged, destroyed or obsolete. <br />Police Accountant Hau`oli Aiona was present in chambers for questions. <br />Committee Member Heather Kimball stated that she did not see the value of this equipment listed on <br />the resolution. Ms. Aiona clarified that this was a multi -year contract, and the equipment is valued at <br />$2.4 million and that the department enters this contract annually and they appropriate $480,000 within <br />their budget to cover this cost.
