CP'J •�� <br />COUNTY OF HAWAI`I •_ STATE OF HAWAI`I <br />qTE OF•H�,•1� <br />BILL NO. 58 <br />ORDINANCE NO. 25 GO <br />AN ORDINANCE AMENDING THE PARKS AND RECREATIONAL FACILITY <br />SCHEDULE, CHAPTER 15, ARTICLE 8, SECTION 15-68.1, OF THE HAWAI`I <br />COUNTY CODE 1983 (2016 EDITION, AS AMENDED), BY RENAMING KAUMANA <br />LANI PARK AS "YET SUNG CHANG PARK" IN HONOR OF YET SUNG CHANG. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAI`I: <br />SECTION 1. Purpose. The purpose of this ordinance is to rename Kaumana Lani Park, <br />located on Hokulani Street, District of South Hilo, Island, County, and State of Hawaii, in honor <br />of Yet Sung Chang, the community member who selflessly donated the land for the park. <br />Yet Sung Chang was born in 1909 in Hilo. Mr. Chang and his wife, Josephine Sui Fook <br />Chang, both graduates of Hilo High School, donated approximately 4.7 acres of land to be used <br />for "a public park, playground and/or other recreational use", according to Resolution No. 197, <br />adopted December 14, 1977, which accepted their donation. <br />Mr. Chang was a devoted community member who understood the value of recreational <br />opportunities to promote a healthy and active lifestyle and who strongly believed in the values of <br />hard work. He worked at Hilo Transportation and Terminal Company, a hauling company <br />created after the tsunami of 1946 destroyed portions of the train track. Mr. Chang also served <br />diligently as the head of his neighborhood Kumiai in Kaumana for many years. <br />Mr. Chang passed away in his hometown of Hilo on July 21, 2002, at the age of 96. He is <br />remembered by his family, friends, and community for being a fair, community -minded leader. <br />SECTION 2. Pursuant to chapter 15, article 8, section 15-67(a)(2)(C), of the Hawaii <br />County Code 1983 (2016 Edition, as amended), which establishes requirements for naming <br />County parks and recreation facilities for a person who has "contributed significantly to the <br />recreational programs in the community in which the open area is located," Kaumana Lani Park <br />is hereby renamed "Yet Sung Chang Park" in his honor. <br />SECTION 3. Chapter 15, article 8, section 15-68.1, of the Hawaii County Code 1983 <br />(2016 Edition, as amended), is amended by amending the "Kaumana Lani Park" listing of the <br />parks recreational facility schedule, "South Hilo' section, to read as follows: <br />"[Kafiffiaaa hani Park] 2-5-060:007" <br />Yet Sung Chang Park <br />
