LAAC-19 Page 3 August 5, 2025 <br />Ms. Kagiwada added that through no fault of the applicant, this change of zone highlighted the need for <br />the Council to focus on changes to Chapter 11 to provide opportunities to hold a developer accountable <br />to their proposed projects.
