The Director of Finance shall add the sum of four dollars ($4.00) to the total amount of each monthly installment, both principal and interest, to cover the expenses of collection. SECTION 6. Appropriation for Cost of Improvements. There is hereby appropriated from any moneys deposited in the Special Fund established by Section 4 hereof, all sums necessary to pay or reimburse the County, in accordance with applicable law, for the Net Project Cost of the Improvements and other payments, costs and expenses relating to the Improvements, the Improvement District and the Bond, including, without limitation the payments, costs and expenses specified in Section 3 hereof. SECTION 7. Authority of Director of Finance. The Director of Finance of the County is hereby authorized to take or direct the taking of all such actions as may be necessary or appropriate in order to collect and enforce the collection of the assessments authorized hereunder and otherwise implement and carry out this ordinance fully in accordance with its purpose and intent, all as permitted or required under Chapter 12 of the Code. SECTION 8. Severability. If any provision of this ordinance, or the application thereof to any person or circumstance, is held invalid, the invalidity does not affect other provisions or applications of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are severable. SECTION 9. Effective Date. This ordinance shall take effect upon its approval.
