cPJN:ca N��i <br />COUNTY OF HAWAI`I •_ STATE OF HAWAI`I <br />OF <br />RESOLUTION NO. 286 25 <br />A RESOLUTION URGING THE DIRECTOR OF FINANCE TO PROCEED WITH THE <br />ACQUISITION OF HONOLULU LANDING IN THE DISTRICT OF PUNA USING THE <br />PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION <br />FUND. <br />WHEREAS, authorization to negotiate the acquisition of the historic Honolulu Landing <br />using the Public Access, Open Space, and Natural Resources Preservation Fund was granted in <br />2007 through Resolution No. 287-07, introduced by former Council Member Emily Naeole; and <br />WHEREAS, despite this authorization, these parcels have not been acquired; and <br />WHEREAS, the two parcels comprising Honolulu Landing, identified as Tax Map Key <br />Nos. 1-4-003:019 and 1-4-003:020, lie between the old coastal village of Waiakahi`ula and the <br />Nanawale Forest Reserve, encompass 364.4 acres with approximately four thousand feet of <br />shoreline; and <br />WHEREAS, these parcels are currently for sale; and <br />WHEREAS, Honolulu Landing contains archaeological resources first recorded by the <br />Bishop Museum in 1932 and later documented in the early 1970s, where it was identified as an <br />integrated site with high research potential, and designated as "valuable," and eligible for listing <br />in the Hawaii Register of Historic Places; and <br />WHEREAS, a 2004 survey of Honolulu Landing documented ancient burial sites of <br />lineal descendants, village complexes, heiau, ancient burials, house platforms, rock walls, ahu, <br />planting areas; and <br />WHEREAS, the natural resources at Honolulu Landing include freshwater springs, <br />groves of hala, kukui and hau trees, and habitats for endangered native species such as the `io <br />(Hawaiian hawk), `6pe`ape`a (Hawaiian hoary bat), and pueo (Hawaiian owl); and <br />WHEREAS, restoring and ensuring public access to Puna Makai is essential as the 2018 <br />Lower East Rift Zone eruption significantly reduced access; and <br />WHEREAS, the acquisition of Honolulu Landing would honor the legacy of Malama O <br />Puna, a non-profit volunteer service organization dedicated to protecting the precious natural <br />resources and heritage of Hawaii, and whose efforts were pivotal in placing Honolulu Landing <br />onto the Commission's priority list; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAFI that the <br />Director of Finance is hereby directed and urged to resume acquisition of Honolulu Landing, <br />
