REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: September 2, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 1:31 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 458Bill No. 79 <br />Your Committee on Finance, to which was referred Bill No. 79, reports as follows: <br />Bill No. 79, transmitted by Environmental Management Director Wesley R. Segawa via <br />Communication No. 458, dated August 13, 2025, amends Ordinance No. 25-46, as amended, <br />relating to public improvements and financing thereof for the fiscal year July 1, 2025 to June 30, <br />2026. <br />This bill adds the Environmental Management Kealakehe Wastewater Treatment Plant R-1 Upgrade <br />Project ($31,000,000) to the Capital Budget. Funds for this project shall be provided from General <br />Obligation Bonds, Capital Projects Fund — Fund Balance and/or other Sources, to comply with a recent <br />lawsuit settlement which requires the County to upgrade the Kealakehe Wastewater Treatment Plant to <br />produce R-1 quality water for re -use. <br />Acting Wastewater Division Chief Chris Laude was present for questions. <br />Committee Member Heather L. Kimball asked if this was a more cost-effective approach. Mr. Laude <br />explained that there have been some recent changes in the technology, and provided some background <br />on what the new treatment process may look like.
