County of Maui Resolution No. 25-134, APPROVING THE FISCAL YEAR <br />2026 OPERATING BUDGET FOR THE HAWAVI STATE ASSOCIATION <br />s <br />OF COUNTIES, which was adopted on June 30, 2025. <br />Motion to receive a, b and c. Motion approved. <br />d. Review and approval of engagement with Carbonaro CPAs & Management Group <br />to provide accountingibookkeeping services for reconciling financial accounts <br />from 2019 and preparing for a future audit; accounting fees not to exceed the <br />budgeted amount under Line Item #20 HSAC Budget FY 26 — Executive <br />Committee Auditing/Professional Services, capped at $15,000. <br />Motion to receive Carbonaro CPAs & Management Group. Discussion of state legislative priorities for each county for the 2026 session <br />including the request for a list of 3-4 subjects that HSAC could partner on with <br />the state legislature from Speaker Nakamura. <br />Potential topics: Wastewater, tax policy, GET extension for the counties, <br />pre-emption with tobacco, short term vacation rentals/state wide system for <br />collecting TAT, DOH rules, cesspool, recycling increasing the max amount, <br />landfill, emergency evacuation, traffic cameras. <br />
