COUNTY OF HAWAI`I STATE OF HAWAI`I RESOLUTION NO. 323 25 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII FARMERS UNION FOUNDATION TO ASSIST WITH EXPENSES FOR THE 2025 HAWAII FARMERS UNION CONVENTION. WHEREAS, Hawaii Farmers Union Foundation is a 501(c)(3) nonprofit organization whose mission is to advocate for the sovereign rights of family farmers, ranchers, and fishers to create regenerative and sustainable agricultural communities that benefit the people of Hawaii through education, cooperation, and legislation; and WHEREAS, the Department of Research and Development supports development of projects, materials, and events that increase cooperation, innovation, and sustainability within the local food system; and WHEREAS, the 2025 Hawaii Farmers Union Convention will bring growers from across the state together to share knowledge, build stronger networks, and advance real solutions to challenges faced in the agricultural sector; and WHEREAS, Hawaii Farmers Union Foundation is requesting funds to cover expenses for food for participants and leadership, event signage, and printed educational materials, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts, as well as educational concerns, and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 9 are hereby transferred to the Department of Research and Development to provide a grant to the Hawaii Farmers Union Foundation for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below:
