REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: October 7, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 1:00 P.M. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 538 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 538, reports as follows: <br />Communication No. 538, transmitted by Mayor C. Kimo Alameda, dated September 19, 2025, <br />requests the Council's review and confirmation of the nomination of John K. McBride to the <br />Transportation Commission. <br />Executive Assistant to the Mayor Micah Alameda was present in the Hilo Chambers to introduce <br />Mr. McBride, who was also present in the Hilo Chambers. <br />Committee Chair Jenn Kagiwada asked Mr. McBride about his experiences of being a tour operator. <br />Mr. McBride said that one thing they no longer have is a motor vehicle safety operator for our island, <br />which is regulated by the state. He explained that the position was removed after the last safety <br />operator retired. So, there is no one providing oversight.
