REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: October 8, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 10:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 539Bill No. 91 <br />Your Committee on Finance, to which was referred Bill No. 91, reports as follows: <br />Bill No. 91, transmitted by Public Works Civil Engineer Alexander Kalawe via Communication <br />No. 539, dated September 23, 2025, amends Ordinance No. 25-46, as amended, relating to public <br />improvements and financing thereof for the fiscal year July 1, 2025, to June 30, 2026. <br />This bill adds the Public Works Kahakai Boulevard Safe Routes to School - Keonepoko Project <br />($530,000) and the Kahakai Boulevard Safe Routes to School — Keonepoko — Federal Project <br />($2,100,000) to the Capital Budget. Funds for these projects shall be provided from General Obligation <br />Bonds, Capital Projects Fund — Fund Balance and/or other Sources ($530,000) and Federal Grants <br />Receivable ($2,100,000). <br />Public Works Engineering Division Chief Keone Thompson was present and provided a brief overview <br />of this project. <br />Committee Member Ashley L. Kierkiewicz expressed her gratitude for this project. <br />Committee Member Jenn Kagiwada asked if there is a plan to install a barrier between the bike path <br />or pedestrian walkway and the highway. Mr. Thompson stated that there is a safety perimeter on one <br />side of the road and believes that there are plans to install a barrier on the other side. <br />Committee Chair Matt Kaneali`i-Kleinfelder asked if any other schools were participating in the Safe <br />Routes to School projects.
