Hawai'i State Association of Counties (HSAC) <br />• • Kaua'i, Maui, Hawai'i, and City • County • Honolulu <br />"or <br />October 30, 2025 <br />Aloha Council Chair, <br />Attached for your consideration are proposals to be included in the 2026 Hawaii State <br />Association of Counties (HSAC) Legislative Package, which were approved by the HSAC Executive <br />Committee on October 30, 2025. Please note that pursuant to Section 10C of the Bylaws of the Hawaii <br />State Association of Counties, Inc., proposals must be approved by all four County Councils in order to <br />be included in the final package. <br />2026 HSAC LEGISLATIVE PACKAGE <br />1. A Bill For An Act Relating to Emergency Medical Services and Opioid Use Disorder <br />Treatment (Proposed by HSAC'). <br />o Establishes a pilot program authorizing paramedics, under Department of Health - <br />approved protocols, to administer buprenorphine following naloxone in cases of opioid <br />overdose. Requires the department to verify treatment centers capable of same- or <br />next -day follow-up care, providing training, implement a phased rollout, and submit a <br />report evaluating program outcomes <br />2. A Bill For An Act Relating to Housing; Mixed Use Development (Proposed by HSAC). <br />o Repeals the sunset provision in Act 45, SLH 2024, related to the counties' authorization <br />to develop, construct, finance, refinance, or otherwise provide mixed -use developments. <br />3. A Bill For An Act Relating to Cesspools (Proposed by HSAC). <br />o Provides temporary income tax credit for the cost of upgrading or converting a cesspool <br />to a septic system or an aerobic treatment unit system, or connecting to -a sewer system. <br />Permits DOH, as a pilot program, to certify no more than two residential large capacity <br />cesspools. Effective 7/1/2027. Sunsets 12/31/2032. <br />4. A Resolution Relating to DOE Recreational Facilities (Proposed by HSAC). <br />o Requesting the Department of Education to make available recreational facilities to the <br />public during non -peak hours and non -school days. Pursuant to Chapter 39, Hawaii <br />Administrative Rules, Hawaii's public school facilities are required to be available for <br />public use as long as the requested activities do not interfere with normal school <br />operations. <br />
