Page 31 <br />1 5. All meetings shall be open to the public, and public <br />2 notice of meetings shall be given in the same manner as <br />3 required under the rulemaking provisions in Article XI; <br />4 6. The Commission may convene in a closed, non-public <br />5 meeting if the Commission must discuss: <br />6 a. Non-compliance of a Compact State with its <br />7 obligations under the Compact; <br />a b. The employment, compensation, discipline or other <br />9 personnel matters, practices or procedures related to <br />10 specific employees or other matters related to the <br />11 Commission's internal personnel practices and <br />12 procedures; <br />13 c. Current, threatened, or reasonably anticipated <br />14 litigation against the Commission; <br />is d. Negotiation of contracts for the purchase or sale of <br />16 goods, services or real estate; <br />17 e. Accusation against any person of a crime or formally <br />is censuring any person; <br />19 f. Disclosure of trade secrets or commercial or <br />20 financial information which is privileged or <br />21 confidential; <br />
