Page M MB. NO. <br />I description of the views expressed., All documents <br />2 considered in connection with an action shall be <br />3 identified in such minutes. All minutes and documents <br />4 of a closed meeting shall remain under seal, subject to <br />5 release only by a majority vote of the Commission or <br />6 order of a court of competent jurisdiction. <br />7 C. The Commission shall, by a majority vote of the <br />8 Commissioners, prescribe Bylaws and/or Rules to govern its <br />9 conduct as may be necessary or appropriate to carry out the <br />10 purposes and exercise the powers of the Compact, including but <br />11 not limited to: <br />12 1. Establishing the fiscal year of the Commission; <br />13 2. Providing reasonable standards and procedures: <br />14 a. For the establishment and meetings of other <br />is committees; and <br />16 b. Governing any general or specific delegation of any <br />17 authority or function of the Commission; <br />is 3. Providing reasonable procedures for calling and <br />19 conducting meetings of the Commission, ensuring <br />20 reasonable advance notice of all meetings and providing <br />21 an opportunity for attendance of such meetings by <br />22 interested parties, with enumerated exceptions designed <br />25-068d <br />
