Hawaii County Council-25 October 22,2025 <br /> MCX, but it's actually going to be transitioning to a project district. I believe that <br /> area is also connected to sewer in that area. So these larger MCX areas are <br /> currently connected. But as new areas come in, we will definitely make sure that <br /> they comply with infrastructure requirements. <br /> Lastly, "the County Council should consult with the Department of Water Supply <br /> as to whether new residential developments seeking approval in the MCX districts <br /> located in West Hawaii would be granted water for the development." Based on <br /> concurrency within the Zoning Code, Chapter 25-2-46(m), you need to have <br /> County water available if you're going to move forward with a rezoning to this <br /> particular zoning district or any other zoning district. That's one of the <br /> requirements of concurrency. There is an exception, Subsection N, but that <br /> applies to areas in the island that have no infrastructure in place. A good example <br /> would be Hawaiian Ocean View Estates. Hopefully, that addresses those <br /> questions. <br /> I did want to just reiterate real quickly the purpose of the MCX District that's <br /> stated in 25-5-130 of the Zoning Code. The purpose of the MCX mixed use <br /> district is to allow the "mixing of some industrial uses with commercial uses. The <br /> intent of this district is to provide for areas of diversified businesses and <br /> employment opportunities by permitting a broad range of uses without exposing <br /> nonindustrial uses to unsafe and unhealthy environments. This district is <br /> intending to promote and maintain a viable mix of light industrial and commercial <br /> uses." <br /> As mentioned at Committee, there are very few light industrial uses within the <br /> MCX District. A total, I believe, that are not within any other commercial district <br /> would be approximately three of the uses. Warehousing and wholesaling are two <br /> of those uses. Thank you. <br /> MR. ONISHL Thank you, Director. I just wanted to point out that in the third <br /> bullet point from the top, there should be conditions addressing mitigation of <br /> noise and air pollution affecting residents in this district. Earlier this year, we <br /> approved, and I'm going to mention again, hospitals to be put in, allowed, and <br /> also senior rest homes. And so if we're allowing our seniors to live in this area, <br /> but they're not, to me, not even working, right. They're not part of the workforce. <br /> Whereas, a family—like Director mentioned, if the owner of this business wanted <br /> to live upstairs of the business or in the back of the business, then that should be <br /> allowed. <br /> And then the other thing I just wanted to make a note of is that, Director, on now <br /> these self-storage companies on these properties, do they come in to your <br /> department requesting if they can have one of those security homes or those <br /> shelters, that they have somebody on property like 24/7? <br /> Page 38 <br />
