Hawaii County Council-25 October 22,2025 <br /> Res. 320-25: EXPRESSES SUPPORT FOR DUE PROCESS AND THE PROTECTION OF <br /> CONSTITUTIONAL RIGHTS FOR ALL RESIDENTS OF THE COUNTY OF <br /> HAWAI`I AND AFFIRMS THE COUNTY'S COMMITMENT TO <br /> MULTICULTURALISM AND ITS IMMIGRANT HERITAGE <br /> Requests the Mayor to review existing and potential agreements with public and <br /> private partners to ensure constitutional rights of residents are protected and <br /> requests the Hawai`i Police Department to limit its involvement with the United <br /> States Department of Homeland Security, Immigration and Customs Enforcement <br /> to cases involving criminal activity. <br /> Reference: Comm. 516 <br /> Intr. by: Council Member Galimba <br /> Approve: GOEAC-75 <br /> (Note: Comm. 516.1, from Council Member Michelle M. Galimba dated <br /> October 14, 2025, transmitting proposed amendments to Res. 320-25, was <br /> circulated.) <br /> Motion to Approve: Ms. Galimba moved to adopt Res. 320-25 and <br /> Governmental Operations and External Affairs Committee <br /> Report No. 75. Seconded by Ms. Kagiwada. <br /> CHR. INABA: Council Member Galimba. <br /> MS. GALIMBA: Thank you. I want to just thank all of the testifiers and other <br /> folks in support of this measure. And I also wanted to make an amendment to this <br /> resolution. <br /> Motion to Amend: Ms. Galimba moved to amend Res. 320-25 with the <br /> contents of Comm. 516.1. Seconded by Ms. Kagiwada. <br /> CHR. INABA: Council Member Galimba. <br /> MS. GALIMBA: Thanks. This amendment is taking the advice of Council <br /> Member Onishi to send this resolution to more folks. These include the <br /> Governor, our Federal representatives, State representatives, as well as <br /> specifically calling out the Hawaii County Police Commission. So just sending <br /> them a copy of this resolution. <br /> CHR. INABA: Thank you. Council Member Villegas. <br /> MS. VILLEGAS: If it's okay, I have a question for Council Member Galimba. <br /> Thank you to all the testifiers who have come.
