Hawaii County Council-25 October 22,2025 Res. 320-25: EXPRESSES SUPPORT FOR DUE PROCESS AND THE PROTECTION OF CONSTITUTIONAL RIGHTS FOR ALL RESIDENTS OF THE COUNTY OF HAWAI`I AND AFFIRMS THE COUNTY'S COMMITMENT TO MULTICULTURALISM AND ITS IMMIGRANT HERITAGE Requests the Mayor to review existing and potential agreements with public and private partners to ensure constitutional rights of residents are protected and requests the Hawai`i Police Department to limit its involvement with the United States Department of Homeland Security, Immigration and Customs Enforcement to cases involving criminal activity. Motion to Approve: Ms. Galimba moved to adopt Res. 320-25 and Governmental Operations and External Affairs Committee Report No. 75. Seconded by Ms. Kagiwada. CHR. INABA: Council Member Galimba. MS. GALIMBA: Thank you. I want to just thank all of the testifiers and other folks in support of this measure. And I also wanted to make an amendment to this resolution. Motion to Amend: Ms. Galimba moved to amend Res. 320-25 with the contents of Comm. 516.1. Seconded by Ms. Kagiwada. CHR. INABA: Council Member Galimba. MS. GALIMBA: Thanks. This amendment is taking the advice of Council Member Onishi to send this resolution to more folks. These include the Governor, our Federal representatives, State representatives, as well as specifically calling out the Hawaii County Police Commission.
