Located in Hilo, the 7 day max, 8-bed facility <br />fills a critical gap in local services, offering an alternative to emergency rooms, jails, or <br />unsheltered living for individuals in withdrawal. <br />HKO primarily serves adult males in crisis, many of whom are high utilizers of emergency <br />and law enforcement systems. Services include clinical screening, case management, <br />recovery planning, and referrals to long-term treatment or housing. The program operates in <br />two phases: (1) Detox stabilization (3-7 days) and (2) Recovery planning and housing <br />navigation. HKO connects participants to BISAC's island -wide continuum of care and <br />external partners such as HOPE Services, Bridge House, and Neighborhood Place of Puna. <br />Over the next year, at least 100 individuals will be served, with a goal of 30%transitioning <br />into long-term care. The program also aims to reduce reliance on emergency systems, <br />improve health and stabilization outcomes, reduce recidivism, support long-term recovery, <br />and strengthen community coordination through formal partnerships, allwhile helping to <br />break the cycle of homelessness and substance use in Hawai'i County. <br />
