Big Island Substance Abuse Council (BISAC) <br />Mohala Family Resource Center <br />Project Category Support Programs <br />Location Hilo <br />Population Men, Women, Children, Homeless or At Risk <br />Requested Grant Amount $335,000.00 of Total Project Budget $620,000.00 <br />Award Recommendation $200,000.00 <br />Services Offered Substance Use Treatment, Mental Health Services, Care <br />Coordination, Housing Navigation <br />Total Served 100 Households <br />A trauma -informed, family -centered residential treatment program in Hilo serving <br />individuals and families facing homelessness, substance use, and co-occurring mental <br />health challenges. Mohala prioritizes families with children, pregnant women, and individuals <br />impacted by trauma, incarceration, or domestic violence —populations often underserved in <br />traditional treatment settings. <br />The program delivers multi -phase residential care, including clinical assessments, therapy, <br />parenting education, case management, peer support, housing navigation, and life skills <br />training. Services are fully integrated with BISAC's island -wide continuum of outpatient and <br />housing programs. Referrals come from courts, Child Welfare Services, hospitals, shelters, <br />and outreach providers. <br />By stabilizing families in a structured environment and supporting both recovery and housing, <br />Mohala prevents family separation and reduces reliance on ERs, foster care, and shelters. <br />Over 12 months, the program will serve at least 40 individuals and families, transition 30% <br />into permanent housing or long-term care, reduce use of crisis systems, and support long- <br />term family stability and resilience. <br />Mohala's housing inventory includes 3 Therapeutic Living Program Houses and 3 Sober <br />Houses in East Hilo, but supports individuals from all parts of the island, advancing the <br />County's goals to make homelessness rare, brief, and nonrecurring. <br />
