Hale Kipa <br />Transitional Living and Housing Stabilization Program <br />Project Category Support Programs <br />Location Kona, Hilo <br />Population Youth, Former Foster, Unsheltered, At Risk <br />Requested Grant Amount $602,598.00 of Total Project Budget $956,348.00 <br />Award Recommendation $450,000.00 <br />Transitional Housing, Case Management, Mental Health <br />Services Offered Services <br />Total Served 8-12 Youth in Stable Housing <br />Hale Kipa proposes the Transitional Living & Housing Stabilization (TLHS) initiative on Hawai'i <br />Island. The project targets transitional -age youth (18-24), particularly former foster youth and <br />those experiencing or at risk of homelessness. TLHS combines an 18-month group home in <br />Kona with island -wide, low -barrier, trauma -informed, Housing First case management and <br />clinical support. <br />The program aims to reduce youth homelessness through prevention, rapid stabilization, and <br />Long-term housing pathways. Services include tenancy and financial literacy training, <br />education and employment support, mental health counseling, and warm handoffs to <br />permanent housing. Clinical care is delivered by master's -level clinicians and includes 24/7 <br />access, crisis stabilization, family therapy, and individualized treatment plans. <br />Core Objectives (12-month period): <br />• Residential: House 8-12 youth; z70% maintain housing at 6 months post -exit; >60% <br />increase income; 90-100% connect to healthcare, receive training, and develop <br />housing plans; <-10% return to homelessness. <br />Case Management: connect participants to education, health, life skills, <br />transportation and essential services. <br />This expansion responds directlyto local service gaps in West Hawai'i and leverages Hale <br />Kipa's 25+years of transitional housing experience to support durable housing stability for <br />vulnerable young adults. <br />
