Affordable Housing Production Program that remain unencumbered at the end of the fiscal year shall be designated for affordable housing purposes. However, County funds do not automatically roll forward into the subsequent fiscal year. Instead, unobligated <br />amounts, including any unused administrative funds, lapse at fiscal year-end (June 30) into a fund balance account and must be reappropriated before they can be expended for their intended purposes. <br />
