46. According to §2-136, "public purpose" is defined as a benefit to, improvement of, or promotion of the <br />interests in the following areas. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these <br />funds. <br />1. Enhanced Client Engagement and Completion Rates By providing journals, notebooks, pens, and other writing <br />materials, at least 85% of clients will have the necessary tools to actively participate in therapeutic sessions and <br />complete assigned program activities. These materials will strengthen client engagement, accountability, and retention <br />in treatment. 2. Improved Accountability and Recovery Monitoring Through consistent urinalysis and breathalyzer <br />testing, 90% of clients will receive regular and documented toxicology screenings. This will help counselors monitor <br />sobriety, inform treatment planning, and support compliance with court or probation requirements - key components <br />of sustained recovery. 3. Technology -Supported Service Delivery Shared computer tablets will allow clients to securely <br />review and electronically sign assessments, treatment plans, and other required documentation during sessions. This <br />will reduce administrative time by at least 20%, streamline recordkeeping, and improve the accuracy of client files <br />within the Hilo Office. 4. Operational Efficiency and Compliance The addition of a printer/fax machine and related <br />supplies will enable staff to securely print, copy, and transmit treatment documents, consent forms, and reports. This <br />will result in a 30% reduction in reporting delays, ensuring timely, HIPAA-compliant communication with courts, <br />probation officers, and partner agencies. <br />
