No. 398-25 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Resolution No. 398-25, reports as follows: <br />Resolution No. 398-25, transmitted by Assistant Corporation Counsel J S. Yoshimoto via <br />Communication No. 624, dated November 13, 2025, authorizes the employment of special <br />counsel for legal and professional services related to workers' compensation matters and <br />authorizes the payment of funds of later fiscal years to enter into a multi -year agreement therefor. <br />Resolution No. 398-25 authorizes the employment of Leong Kunihiro Brooke and Kim as special <br />counsel for workers' compensation matters for a three-year period with an estimated total cost of <br />$720,000. <br />Mr. Yoshimoto was present in the Hilo Chambers to answer questions and stated that they have <br />been in contract with this group in the past and have been happy with their work.
