Exhibit J— Award Nominee Testimonies <br />Testimony from BISAC's Hulihia Ke Ola Detox Center <br />"During this reporting period, we witnessed a powerful example of transformation through <br />a male client in his 30s diagnosed with polysubstance use disorder. He was referred to <br />Hulihia Ke Ola by probation with the goal of safely detoxing from substances he had been <br />using daily to avoid painfulwithdrawals and cope with a long history of unresolved trauma. <br />Although he had participated -in various treatment programs in the past, he stated that this <br />was the first time in his life he trulyfelt readyto heal. This sense of readiness became the <br />foundation for his engagement throughout his entire treatment journey. <br />After successfully completing detox, he transitioned into the Therapeutic Living Program, <br />where he quickly became one of the most actively engaged clients in his cohort. For the <br />first time, he was willing to explore the layers of trauma he had carried for years working <br />closely with his therapist to process painful memories, develop healthier coping skills, and <br />begin practicing self -forgiveness. He also expressed a strong desire to repair his <br />relationship with his mother, acknowledging that substance use and unresolved trauma <br />had deeply strained their connection. <br />Throughout his time in TLP, he demonstrated consistent attendance, motivation, and <br />emotional insight. He openly shared that the structure, safety, and compassionate support <br />at Hulihia Ke Ola allowed him to finally address core issues he had avoided for most of his <br />life. He is now approaching completion of the Therapeutic Living Program and preparingto <br />transition into Clean and Sober Housing, marking another major milestone in his recovery. <br />He and his therapist are activelyworking toward familytherapy sessions to support healing <br />between him and his mother, strengthen their bond, and build a healthier foundation for his <br />Long-term recovery. <br />His journey reflects the heart of Hulihia Ke Ola's mission providing individuals with the <br />compassionate support, safety, and clinical care needed to break cycles of trauma, <br />stabilize medically and emotionally, and transition into long-term recovery." <br />Res. 397-25 Homelessness and Housing Fund Yr4 December 17, 2025 <br />
