COUNTY OF HAWAI`I STATE OF HAWAI`I <br />RESOLUTION NO. 425 25 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br />RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH <br />EXPENSES RELATED TO THE 2026 KA`U COFFEE FESTIVAL. <br />WHEREAS, the Big Island Resource Conservation and Development Council <br />(BIRCDC), a 501(c)(3) nonprofit organization, supports the economic, cultural, and natural <br />environment of Hawaii Island through its sponsorship of festivals, programs, and special events <br />unique to this island; and <br />WHEREAS, BIRCDC is working in partnership with the Ka`n Coffee Growers <br />Cooperative to coordinate the 2026 Ka`d Coffee Festival, a signature annual event that brings <br />local farmers, artisans, educators, and cultural practitioners together to showcase Ka`n-grown <br />coffee through tastings, workshops, farm tours, and performances, and to celebrate the culture, <br />heritage, and natural beauty of Ka`n, which will be held in Pahala from June 14-20, 2026; and <br />WHEREAS, the Department of Research and Development supports this event as it is in <br />alignment with its goals and objectives of the department to increase consumption of local <br />agricultural and value-added products at local, national, or international levels; and <br />WHEREAS, BIRCDC is requesting funds to cover the rental and set up fees of a public <br />seating event tent, stage, sound and lighting equipment, and administrative fees for the festival, <br />which will serve a public purpose by benefiting, improving, or promoting the interests of culture <br />and the arts of our island; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIJ that, in <br />accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as <br />amended), Contingency Relief funds from Council District 6 are hereby transferred to the <br />Department of Research and Development to provide a grant to the Big Island Resource <br />Conservation and Development Council for the expenses and purposes identified in "Exhibit A," <br />a copy of which is attached hereto and incorporated herein by reference, in the following amount <br />as set forth below: <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
