No. 650 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 650, reports as follows: <br />Communication No. 650, transmitted by Mayor C. Kimo Alameda, dated November 25, 2025, <br />requests the Council's review and confirmation of the nomination of Allen A. Salavea to the Police <br />Commission. <br />Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce <br />Mr. Salavea, who was also present via remote technology. <br />Committee Members Michelle M. Galimba and Dennis "Fresh" Onishi spoke in favor of the <br />appointment. <br />Committee Member Matt Kaneali`i-Kleinfelder questioned if Mr. Salavea had any affiliation with <br />the Ironman Group. Mr. Salavea said no. Member Kaneah'i-Kleinfelder clarified that Mr. Salavea <br />lives in Royal Hawaiian Estates and asked that Mr. Alameda double-check that this address is within <br />District 6 before the next meeting. Mr. Alameda said he would verify which district <br />Mr. Salavea resides in. <br />Committee Member James Hustace asked Mr. Alameda about the support for the incoming new <br />members on the Police Commission, especially considering the work before them in selecting a <br />new Police Chief. Mr. Alameda said that having the new commissioners start on January 111 <br />seemed appropriate, rather than continuing the 90-day holdover on outgoing members. Mr. Alameda <br />mentioned that they do have enough staff, even as he explained the duties of managing multiple <br />boards, commissions, and committees that are just beginning or restarting under the current <br />administration. Additionally, Mr. Alameda mentioned that he is working on a courtesy live -stream <br />available for the Police Commission meetings for the public to watch their meetings moving <br />forward. He stated that he is aware that there was a resolution from a prior Council term requesting <br />that boards and commissions should have more accessibility, including remote participation. <br />Committee Chair Jenn Kagiwada asked Mr. Salavea why he was interested in serving on the <br />Police Commission. Mr. Salavea said that he brings a community -centered perspective from both <br />his professional and personal life and wants to ensure that all districts, especially rural districts, are <br />GOEAC Report No. 85 <br />
