REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: January 22, 2026 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 1:01 P.M. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 685Bill No. 118 <br />Your Committee on Finance, to which was referred Bill No. 118, reports as follows: <br />Bill No. 118, transmitted by Interim Police Chief Reed K. Mahuna via Communication No. 685, <br />dated December 29, 2025, amends Ordinance No. 25-45, as amended, the Operating Budget of <br />the County of Hawaii for the fiscal year ending June 30, 2026. <br />This bill increases revenues in the Federal Grants — Hawai`i County Police Department Pedestrian <br />and Bicycle Safety Grant account ($54,098) and appropriates the same to the Hawaii County Police <br />Department Pedestrian and Bicycle Safety Program account. <br />Police Major Jeremy Evangelista was present in chambers. <br />Committee Member Ashley L. Kierkiewicz spoke in support of this matter. <br />Committee Member Dennis "Fresh" Onishi stated that he has seen bicyclists use the sidewalk <br />instead of the designated bike lane and asked if the department had a plan to address this safety <br />concern.
