REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: January 22, 2026 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 9:02 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 691 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 691, reports as follows: <br />Communication No. 691, transmitted by Mayor C. Kimo Alameda, dated December 31, 2025, <br />requests the Council's review and confirmation of the nomination of Derwin Ignacio to the Fire <br />Commission. <br />Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce <br />Mr. Ignacio, who was also present in the Hilo Chambers. <br />Committee Member Heather L. Kimball spoke in favor of the appointment. <br />Committee Chair Jean Kagiwada asked Mr. Ignacio why he was interested in serving on the Fire <br />Commission and he responded that he has a history as a first responder. Chair Kagiwada then asked <br />if he has sat in on any of the Fire Commission meetings. Mr. Ignacio replied no. Chair Kagiwada <br />explained that they were in the process of determining a new Fire Chief and asked how he would be <br />evaluating that process.
