No. 713Bill No. 128 <br />Your Committee on Finance, to which was referred Bill No. 128, reports as follows: <br />Bill No. 128, transmitted by Council Members Jenn Kagiwada and James E. Hustace via <br />Communication No. 713, dated January 16, 2026, amends Chapter 19, Article 6, Section 19-46.1, <br />and Article 11, Section 19-90, of the Hawaii County Code 1983 (2016 Edition, as amended), <br />relating to Real Property Taxes. <br />This bill adds a new "Residential Tier Three" real property tax classification for certain properties <br />with a net taxable real property value of more than $4,000,000. <br />Real Property Tax Administrator Lisa Miura, Assistant Administrator Keita Jo, and Finance <br />Director Diane Nakagawa were present. <br />Committee Members Jenn Kagiwada and James Hustace provided background on this measure. <br />Committee Member Rebecca Villegas expressed concerns about the Real Property Tax Division's <br />workload and its ability to implement this new tax tier. Ms. Miura confirmed that this would not <br />require any extra effort to implement and that implementing the proposed new tax classification <br />would be easy. <br />Committee Member Dennis "Fresh" Onishi asked for clarification on whether hotels and resorts <br />are included in this tax class.
