The Honorable Dr. Holeka Goro Inaba <br />and Members of the County Council <br />County of Hawaii <br />December 29, 2025 <br />Page 5 <br />Based on the preceding and with recognition of the fact that the Hilo CDP <br />has not been updated since 1975, the proposed CNA 0 zoning would be consistent <br />with the General Plan. <br />All essential utilities and services are available to the site. Access to <br />the subject property is from Hinano Street, a County -owned and maintained minor <br />roadway with compacted grass and gravel shoulders and an approximately 20- <br />foot-wide pavement within a 40-foot wide right-of-way. Two driveway entrances <br />from the subject property onto Hinano Street are proposed, one allowing for both <br />ingress and egress and the other limited to egress. According to the Department <br />of Public Works (DPW), Engineering Division, a five-foot road widening strip along <br />Hinano Street shall be delineated on the plans submitted for Plan Approval review <br />and dedicated to the County. Additionally, DPW recommends the applicant provide <br />roadway improvements consisting of, but not limited to, pavement widening with <br />concrete curb, gutter, sidewalk, drainage improvements and any required utility <br />relocation, meeting with the requirements of DPW. <br />The applicant is requesting relief from the recommended roadway <br />improvements, given the lack of similar improvements fronting other properties <br />along Hinano Street, however they are willing to pay their pro-rata share for <br />construction of full shoulder improvements to the subject property's Hinano Street <br />frontage, as required by the Department of Public Works (DPW). Additionally, the <br />applicant notes they are prepared to set aside 5 feet of the property frontage in <br />order to accommodate a future road widening setback for Hinano Street. <br />The Planning Department supports DPW's recommendation since similar <br />improvements have historically been required by the County Council when <br />approving a change of zone to commercial zoning in the Waiakea House Lots area. <br />Nearby properties along Hinano Street (such as Don's Grill and CU Hawai'i) that <br />have been zoned commercial since the 1960's (original zoning) do not have curb, <br />gutter and sidewalk improvements; however, the County Council has consistently <br />required these roadway improvements on any new change of zone along Hinano <br />Street (such as Big Island Candies). Thus, the Planning Director believes it would <br />be unfair to provide relief to one applicant when prior applicants have installed <br />these improvements. <br />The applicant commissioned a traffic impact analysis report (TZAR), <br />prepared in June 2025, which found that the project is not expected to add new <br />trips to area traffic, rather that it will reroute some trips from Hinano Street to the <br />new Manono Street driveway on the adjacent property. As such, no new <br />roadway/intersection improvements are necessary. The applicant will be required <br />to meet all on -site parking requirements as part of the Plan Approval process. <br />
