COUNTY OF HAWAII <br />RESOLUTION NO. <br />STATE OF HAWAI`I <br />410 2G <br />A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF LATER FISCAL <br />YEARS AND AUTHORIZING THE MAYOR TO ENTER INTO AN <br />INTERGOVERNMENTAL AGREEMENT WITH THE UNITED STATES FEDERAL <br />EMERGENCY MANAGEMENT AGENCY TO RECEIVE GRANT FUNDS FOR <br />TWELVE FIREFIGHTER POSITIONS. <br />WHEREAS, Section 46-7 of the Hawaii Revised Statutes requires the consent of the <br />Council in order for the County to enter into an agreement with the federal government or any <br />other public body respecting action to be taken pursuant to any of the powers granted to the <br />County by law to fumish, expend, and receive any funds or other assistance in connection with <br />projects being or to be undertaken pursuant to those powers; and <br />WHEREAS, Section 10-11 of the Charter of the County of Hawaii (hereinafter, "the <br />Charter") provides, in part, that "any contract, lease or other obligation requiring the payment of <br />funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made <br />or approved by resolution"; and <br />WHEREAS, the United States Department of Homeland Security, Federal Emergency <br />Management Agency (hereinafter, "FEMA") has authorized $2,678,274.60 through the Staffing <br />for Adequate Fire and Emergency Response (hereinafter, "SAFER") grant program to be <br />provided to the County; and <br />WHEREAS, the Hawaii Fire Department wishes to enter into an agreement with FEMA <br />to receive these grant funds; and <br />WHEREAS, per the conditions set forth in its award letter, FEMA requires a County <br />match of $1,664,873.40 to receive the SAFER grant; and <br />WHEREAS, monies jointly provided by the SAFER grant and the County will be used <br />to fund twelve temporary, full-time firefighter positions from March 23, 2026, through March <br />22, 2029; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAPI, that, in <br />accordance with section 46-7, Hawaii Revised Statutes, that the Mayor is hereby authorized to <br />enter into an agreement with the Federal Emergency Management Agency for the purposes <br />hereinabove described. <br />
