Kimball, Council Member <br />Council District I <br />SUBJECT: Formation of Permitted Interaction Group for review of grant-in-aid applications <br />for FY 26-27 County Waiwai grants-in-aid program. <br />I am requesting approximately 15 minutes on the Legislative Approvals and Acquisitions <br />Committee (LAAC) to form an ad hoc committee, or "permitted interaction group" pursuant to <br />Hawaii Revised Statutes section 92-2.5. This ad hoc committee would be established to review <br />and make recommendations on grant applications submitted by nonprofit organizations to the <br />Finance Department under the procedures set forth in Article 25 of the Hawaii County Code <br />1983 (2016 Edition, as amended), and specifically in Section 2-139(a)(1)(C). <br />The scope of this permitted interaction group will be limited to: <br />• Investigating and making relevant inquiries to nonprofit organizations the finance <br />director deems eligible, pursuant to Section 2-139(a)(1)(B), to receive grant awards, and <br />then recommending appropriation amounts to the Council for funding in the fiscal year <br />beginning July 1, 2026, through June 30, 2027. <br />The ad hoc committee will include other council members who will comprise less than a <br />majority of the whole Council, and me. <br />Once the ad hoc committee is established, HRS Section 92-2.5(b)(1)(C) requires the findings and <br />recommendations of its investigation to be presented at a future meeting of the Legislative <br />Approvals and Acquisitions Committee. <br />Please place this communication on the March 3, 2026, LAAC agenda. <br />Thank you. <br />HK:dbk S Comm. <br />Hawai `i County is an Equal Opportunity Provider and Employer.
