No. 720/Res. No. 461-26 <br />Your Committee on Finance, to which was referred Resolution No. 461-26, reports as follows: <br />Resolution No. 461-26, transmitted by Environmental Management Director Daniel Girvan via <br />Communication No. 720, dated January 29, 2026, authorizes the payment of funds of later fiscal <br />years to enter into a multi -year agreement for professional construction management services <br />relating to the Hilo Wastewater Treatment Plant Upgrade Project to be used by the Department of <br />Environmental. Management. <br />This resolution authorizes the Mayor to enter into a six -year agreement with an estimated cost of <br />$1,600,000 per year to retain professional construction management services. <br />Environmental Management Project Coordinator Mark Grant was present and gave a brief overview. <br />Committee Member Matt Kaneali`i-Kleinfelder asked whether there would be an overlap between <br />Phase 1 and Phase 2 of the project explaining that if an overlap occurred and a different management <br />company was hired for Phase 2, he wanted to prevent costly miscommunication and oversight issues <br />between the two firms. Mr. Grant responded that there are currently no overlaps and noted that if <br />overlaps were to occur there would be a request for a supplemental agreement to expand the scope of <br />work. <br />Committee Member Dennis "Fresh" Onishi asked about the department's choice to hire construction <br />management services.
