REPORT OF THE POLICY COMMITTEE <br />ON PUBLIC WORKS AND MASS TRANSIT <br />DATE: February 17, 2026 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 11:33 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 722/ Bill No. 129 <br />Your Policy Committee on Public Works and Mass Transit, to which was referred Bill No. 129, <br />reports as follows: <br />Bill No. 129, transmitted by Director of Public Works Wesley R. Segawa, via Communication <br />No. 722, dated January 22, 2026, amends Chapter 24, Article 10, Division 5, Section 24-280, <br />Schedule 28 of the Hawaii County Code 1983 (2016 Edition, as amended), relating to no parking at <br />anytime. <br />Bill No. 129 prohibits parking at any time for certain portions of Ali`i Drive fronting Kahalu`u <br />Beach Park. <br />Director of Public Works Wesley R. Segawa was present and requested, on behalf of the <br />administration, that the bill be postponed to allow additional time to get input from stakeholders. <br />Committee Member Matt Kaneali`i-Kleinfelder suggested moving the bill forward while the <br />department conducts the stakeholder meeting. Committee Member Dennis "Fresh" Onishi asked <br />Director Segawa if a one -month postponement is sufficient, which Director Segawa agreed to. <br />Committee Member Onishi then moved to postpone the hearing on the bill to March 17, 2026. <br />Committee Vice Chair Ashley L. Kierkiewicz stated that due diligence should have been done prior <br />to the introduction of the bill. She then asked Traffic Division Chief Aaron Takaba to provide <br />background information on the bill. The motion to postpone the hearing on the bill to March 17, <br />2026 failed.
