p�MtI OF yt <br />COUNTY OF HAWAI`I # STATE OF HAWAI`I <br />'eF xF <br />RESOLUTION NO. 480 26 <br />A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF LATER FISCAL <br />YEARS TO ENTER INTO A MULTI -YEAR AGREEMENT WITH NEOGOV FOR <br />SOFTWARE LICENSING, MAINTENANCE, AND SUPPORT FOR THE <br />DEPARTMENT OF HUMAN RESOURCES. <br />WHEREAS, Section 10-11 of the Charter of the County of Hawaii (hereinafter "the <br />Charter") provides, in part, that "any contract, lease or other obligation requiring payment of <br />funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made <br />or approved by resolution"; and <br />WHEREAS, the Department of Human Resources (hereinafter "the Department") wishes <br />to enter into a multi -year agreement with NEOGOV starting in May 2026 for a term of three <br />years for software licensing, maintenance, and support; and <br />WHEREAS, the Department has utilized NEOGOV as its official recruiting and applicant <br />tracking system since July 2011 to manage and streamline the recruitment lifecycle for the <br />County; and <br />WHEREAS, NEOGOV improves operational efficiency, ensures accurate applicant <br />tracking and auditable records, and supports fair and equitable hiring; and <br />WHEREAS, the continued use of NEOGOV ensures operational continuity, preserves <br />historical data, avoids costly system transitions, and supports the County's ability to attract and <br />retain a qualified workforce; and <br />WHEREAS, the Department estimates the annual cost for software licensing, <br />maintenance, and support to be $34,100 for the first year, $M,570 for the second year, and <br />$39,230 for the third year, plus applicable taxes; now, therefore, <br />
