Fratinardo <br />JoNelle Fukushima <br />SUBJECT: Change of Zone Application (PL-REZ-2025-000093) <br />Request: Agricultural-20-Acres (A-20a) to Family Agricultural-1-Acre <br />(FA-1 a) <br />Applicant: Benjamin and Olimpia Love <br />Tax Map Key: (3) 1-7-016:010, Kea'au, Puna, Hawaii <br />The Windward Planning Commission (Commission), at its duly held public hearing on <br />February 5, 2026, considered the above -referenced application for a Change of Zone <br />from an Agricultural-20 acres (A-20a) zoning district to a Family Agricultural-1 acre (FA- <br />1a) zoning district for approximately 5.79 acres of land. The subject property is located <br />at 17-4050 Kua'aina Road, approximately 1,200 feet west of its intersection with Volcano <br />Road (Highway 11), in Kea'au, Puna, Hawaii. <br />The Commission voted to forward a favorable recommendation to the County Council <br />based on the Planning Director's recommendation. <br />The Commission concurred with the Planning Director's following reasons for a favorable <br />consideration of the request. Criteria for granting the favorable recommendation are <br />shown below in bold print. <br />The applicants are requesting a Change of Zone from an Agricultural-20 <br />Acres (A-20a) zoning district to a Family Agricultural-1 Acre (FA-1 a) zoning district <br />for 5.79 acres of land.
