(b) Consistency with the Plan should be clear at the point of request. County departments <br />shall submit capital improvement requests that demonstrate consistency with applicable <br />General Plan elements. <br />(c) Maintaining existing assets should be a funding priority. The department of finance <br />shall prioritize funding for maintenance, rehabilitation, and replacement of existing <br />facilities and infrastructure. <br />(d) Coordinated projects reduce cost and disruption. County departments shall coordinate <br />capital projects across agencies and service providers to improve efficiency and reduce <br />duplication of work. <br />(e) Multiple financing tools may be necessary to move projects forward. The County shall <br />pursue grants, bonds, improvement districts, and other financing mechanisms to support <br />capital projects that advance General Plan priorities. <br />(f) Active monitoring supports timely delivery and accountability. The department of <br />finance shall monitor capital expenditures and funding availability to ensure timely project <br />delivery and informed budget decisions. <br />(g) Understanding operating impacts supports sustainable investment. Capital project <br />proposals shall identify anticipated operating, maintenance, and staffing impacts associated <br />with the project, to the extent practicable. <br />(h) Non -capital needs should be planned alongside capital investments. When <br />implementing General Plan actions, County departments shall identify non -capital resource <br />needs, such as staffing, programs, or regulatory changes, and consider these needs as part <br />of budget development and work program planning. <br />Article 4. Community Engagement. <br />Section 1-4-1. Policies. <br />(1) County programs and services should be reachable by people across the island. <br />County programs and services should be accessible to residents in all regions of across <br />Hawaii Island, including those in rural and geographically isolated communities. <br />(2) Public participation strengthens decision -making when it is meaningful and timely. <br />The County should provide meaningful opportunities for public participation early and <br />throughout planning and decision -making processes. <br />(3) Engagement should reflect the diversity of the island's communities. Engagement <br />efforts should reach a broad cross-section of the community, including youth, seniors, <br />working families, and historically underserved populations that have historically had <br />limited access to decision -making processes. <br />(4) Clear information supports informed participation. Public information should be <br />timely, accurate, and available through multiple formats and platforms to meet different <br />demands and preferences. <br />0 <br />
