Article 2. County Facilities and Asset Management. <br />Section 4-2-1. Policies. <br />(1) County facilities should serve the public safety and effectively every day. County <br />facilities should be designed, operated, and maintained to meet safety standards and <br />support the day-to-day needs of the communities they serve. <br />(2) Facility decisions should align with how and where communities grow. Planning, <br />siting, and expansion of County facilities should be coordinated with land use designations, <br />infrastructure capacity, transportation access, and anticipated population growth. <br />(3) Taking care of what the County already owns should come first. The County should <br />prioritize the maintenance, rehabilitation, and replacement of existing facilities and assets <br />before constructing new facilities, as a fiscally responsible approach to asset management <br />and managing public resources. <br />(4) Facilities must continue to function during emergencies and disruptions. County <br />buildings and critical facilities should incorporate durable, hazard -aware design features <br />that support continued operation during disasters and emergency conditions. <br />(5) Facilities should be flexible and serve more than one purpose when possible. Where <br />feasible, County facilities should be designed or adapted for shared or multi -purpose use to <br />support multiple programs, departments, or community functions and maximize public <br />benefit. <br />(6) Public buildings should be accessible and responsive to diverse users. Conty facilities <br />should be planned and operated to accommodate persons with disabilities, youth, seniors, <br />and others with specialized needs through inclusive design and thoughtful programming. <br />Section 4-2-2. Actions. <br />(a) Maintain a complete and up-to-date inventory of County facilities and major assets. <br />The department of public works, in coordination with other County agencies as <br />appropriate, shall maintain a complete and current inventory of County -owned buildings, <br />facilities, and major assets to support planning and informed decision -making. <br />(b) Regularly assess facility conditions and maintenance needs. The department of public <br />works, in coordination with other County agencies as appropriate, shall regularly evaluate <br />the condition of County facilities and identify priorities for maintenance, repair, <br />rehabilitation, and replacement. <br />(c) Capital planning should be coordinated and transparent. The department of public <br />works shall prepare and update capital improvement plans for County facilities based on <br />condition assessments, service needs, and available funding. <br />(d) Facility planning should reflect land use and population trends. The planning <br />department shall coordinate with other departments to ensure that facility planning aligns <br />with land use designations and projected population changes. <br />27 <br />
