(c) County facilities should participate fully in diversion programs. The department of <br />environmental management shall coordinate recycling, reuse, composting, and diversion <br />programs at County -owned facilities to reduce disposal volumes. <br />(d) Improve access to collection and diversion services over time. The department of <br />environmental management shall evaluate and expand collection and diversion services <br />where feasible to improve access for underserved areas. <br />(e) Monitor landfill capacity and plan for future disposal needs. The department of <br />environmental management shall monitor landfill capacity, diversion rates, and projected <br />disposal needs. <br />(f) Solid waste operations should minimize impacts on surrounding communities. The <br />department of environmental management shall develop and apply operational standards <br />for solid waste facilities that reduce environmental, traffic, noise, and odor impacts on <br />surrounding communities and natural resources. <br />(g) Provide ongoing public education on waste reduction practices. The department of <br />environmental management shall maintain outreach and education programs to help <br />residents and businesses understand available waste services and best practices. <br />(h) Facility siting should align with land use and infrastructure planning. The planning <br />department shall work with the department of environmental management and department <br />of public works to ensure land use decisions support the appropriate siting and expansion <br />of solid waste facilities. <br />(i) Evaluate opportunities to reduce waste streams to landfills. The department of <br />environmental management shall explore emerging waste management technologies and <br />strategies, including energy -related systems where they align with environmental <br />protection, operational reliability, and community needs. <br />Article 6. Recreation and Community Well -Being. <br />Section 4-6-1. Policies. <br />(1) Parks and recreational spaces are essential to community well-being. County parks, <br />recreational facilities, programs, trails, and open spaces should provide safe, welcoming <br />places that support physical activity, social connection, and quality of life for people of all <br />ages and abilities. <br />(2) Health is shaped by place and daily experience. Recreation and community spaces <br />should support everyday movement, access to nature, cultural practices, and opportunities <br />for rest and connection, recognizing that well-being extends beyond formal recreation. <br />(3) Recreational opportunities should reflect diverse community needs. The County should <br />offer a range of recreational facilities and experiences, including active, passive, cultural, <br />educational, and arts -related uses, distributed across communities. <br />32 <br />
